The McClelland review in 2013 recommended that the Ambulance Service in Wales should be measured on the clinical outcome of patients instead of response-time rates. This led to a clinical review by Dr Brendan Lloyd, Executive Medical Director of the Welsh Ambulance Services NHS Trust, which outlined proposals to move from time-based performance measures to an evidence-based approach focused on the quality of clinical care and patient experience. To ensure the appropriate level of governance and to ensure the timely and safe implementation of the pilot Clinical Response Model, the Clinical Modernisation Programme was established in October 2015 for a period of 12 months.
